ARGENTINA – Proyecto Mirar: The Challenge of Sustaining Legal Abortion in Argentina in 2025 and part of 2026

CEDES Annual Report 2025

More than five years after the enactment of Law 27.610 (IVE/ILE), the Proyecto Mirar (Looking at abortions in Argentina) initiative released its annual report, “The Challenge of Sustaining Legal Abortion in Argentina”, which mapped the state of abortion access in the country during 2025 and part of 2026.

The study was conducted by CEDES (Centre for the Study of State and Society) in partnership with Ibis Reproductive Health, based on public information requests. Responses were received from 16 jurisdictions—with varying levels of data coverage—as well as from the National Directorate of Sexual and Reproductive Health, which provided partial data for certain provinces.

As with previous editions, this report provides access to systematized data regarding access to the voluntary and legal termination of pregnancy across Argentina.

* In 2025, 87,603 abortions were performed in the public sector across 20 provinces -a figure that remained stable compared to the previous measurement:

* Thirteen provinces maintained abortion access using their own budgets in response to the national government’s decision to stop purchasing supplies.

* Eleven jurisdictions reported that 90% of abortions were performed within the first 12 weeks of gestation.

* Between 2023 and 2026, the budget for the National Ministry of Health’s Sexual Health and Responsible Procreation Program was cut by 57%.

* Over the last decade, both fertility and birth rates in the country have declined, with the sharpest drops occurring among girls and adolescents: a 69% decrease in fertility among those aged 10–14 and a 70% decrease among those aged 15–19.
