MEXICO – State level bioethics committees delaying access to abortion for girls who have been raped

Although Federal Norm 046 requires an abortion to be provided if requested by any girl who has been raped, a bioethics committee in the state of Veracruz decided not to follow the norm in the case of a 13-year-old – because the state criminal code gives them the option to refuse if the pregnancy is beyond 14 weeks. A gynaecologist in Mexico City who provides abortions in such cases says his experience is that ethics committees are a barrier for girls and adolescents who arrive at his clinic in a precarious state in search of safe care. He said that no state law in Mexico requires a caseslike this to go through a bioethics committee hearing, which only serves to cause delays.
